This article shows an early approach to developing a theory and framework for systems change across multiple levels of hierarchical systems. It is based on Re:Learning, an initiative of the Education Commission of the States and the Coalition of Essential Schools to bring about change from schoolhouse to statehouse. The change being addressed is a shift from a traditional educational system to one that emphasizes interconnectedness, active learning, shared decision-making, and higher levels of student achievement. The “Continuum of Systemic Change” defines six developmental stages and six key elements of change.
