This document is the second volume of a two-volume report of the first five years of a a ten-year effort by the Danforth Foundation, working with the Education Commission of the States, the National Conference of State Legislators, and the National Governors’ Association, to improve the delivery of educational and human services to children and youth in need of services and to their families. Against a backdrop of widespread skepticism about government competence and the value of many public programs, the Policymakers’ Program set out to encourage horizontal coordination of services across education and human service agencies, including health, mental health, public assistance, and employment. And it aimed to stimulate vertical integration between units of state and local government.
